1. Heat oven to 400F. Generously grease 13x9x2" baking dish. Cook beef and onions in a skillet until beef is brown; drain. Stir in soup, vegatables and milk.
2. Stir baking mix and water in baking dish until moistened; spread evenly. Spread beef mixture over batter; sprinkle with cheese.
3. bake 30 mins. Serve
